A: Wait until he's done talking and he should move away from it. If he doesn't, use a rope arrow to climb to the top of the shack and jump to the rope.

Q: Where is the Water Talisman?
A: In the 2nd floor south rotunda room. You can enter from the hall, or from the secret door on the 1st floor (fig. 1).
