Remove Broadhead Arrows

Explanation:

Eliminate broadhead arrows from Garrett's regular starting arsenal. As the game so often reminds the player, Garrett is a thief -- not an assassin. Make it so.

Points to bear in mind:

Broadheads can often be used as long-ranged tools to trigger light switches and other buttons. As an alternative, allow the player to choose how many broadhead arrows they wish to take with them into a mission, instead of providing them by default.

Would simplify Garrett's inventory by leaving less stuff- to clutter up his equipment, which would result in a lighter, less-bulky, and less visible load.
