Snorkel

Explanation:

Keep your head underwater for as long as you want - as long as you don't go too deep.

Points to bear in mind:

Not part of the traditional Thief's kit.

The forums saw the idea of having the blowgun double as a snorkel (really any pipe will do) However, I think they should really change the AI so that they CAN see Garret in water, providing there is enough light.
